Intean Poalroath Rongroeurng Ltd. was founded in 2003 by Mr. Oknha Phou Puy and Ms. Hao Simorn to address the capital needs of rice mill entrepreneurs in Cambodia. Initially established as a credit unit under the Federation of Cambodian Rice Millers Associations, it registered with the National Bank of Cambodia in January 2005 as a rural credit operator. By July 2005, it had transitioned into a private limited liability company and received a microfinance institution license. Over time, the focus of Intean Poalroath Rongroeurng shifted from solely supporting rice mills to also providing microfinancing to small farmers engaged in various agricultural activities, such as rice, cassava, maize, and sesame production. The company’s microfinance institution license was permanently renewed in 2008, and ownership changed in 2010 when Ms. Hao Simorn transferred her shares to Mr. Oknha Phou Puy. That same year, the Leopard Cambodia Fund acquired a minority stake in the company.
